Stop thinking the purpose of criminalizing things is punishment. Historically our penitentiaries were created for the purpose of penance. They were supposed to go get rehabilitation so they can rejoin the community. Putting someone in a safe environment where they're given the opportunity to change rather than executing them is a loving way to protect everyone in this situation.
